Thank you once again for the trust you have given me.
As your 
representative in Congress, I am forever humbled
and, at the 
same time, inspired, to have been given this
mandate to serve you.

This Report summarizes what I had already accomplished in the past twenty two (22) months—all of which will not have been possible without your strong  support.

Through our vision of a progressive province anchored on unity, equity, and sustainability, I am optimistic that we will all rise. I continue to ask for your active participation, support, and prayers as I keep on working for the fulfilment of our dreams as sons and daughters of Northern Samar.

LOCAL DEVELOPMENT

SOCIAL WELFARE AND DEVELOPMENT
  • House Bill 76 – Easing rules on domestic administrative adoption
  • House Bill 2541 – Increasing pension of senior citizens
  • House Resolution 551 – Improving Pantawid Pamilyang Pilipino Program (4Ps)
HEALTH
  • House Bill 2540 – Institutionalizing Malasakit Centers (consolidated bill is HB 5477).
  • House Bill 5536 – Establishment of Eastern Visayas Regional Medical Center Catarman Satellite Hospital.
EDUCATION
  • House Bill 5625 – Establishing a National High School in Abaca, Catarman
  • House Bill –Upgrading of Balicuatro College of Arts & Trades into Northern Samar Polytechnic Institute (upcoming)
  • House Bill—Establishing University of Eastern Philippines Satellite Campuses in Lavezares, Allen, & Victoria (upcoming) 
NATIONAL BUDGET
  • Sponsored the proposed budgets of State Universities and Colleges, Dept. of Human Settlements & Urban Development, and Anti-Red Tape Authority in the deliberations of the 2020 National Budget (Republic Act No. 11465).
LOCAL GOVERNMENT
  • House Bill 5535 – Improving rules on cityhood (i.e., allowing poor provinces without cities to convert their capitals into cities).
INFRASTRUCTURE
  •  P 2.45 BILLION worth of infrastructure projects funded – incl. classrooms, multipurpose buildings, drainage, water system, bridge, flood control, reforestation (through the National Greening Program).
  • CATARMAN as a City – actively working toward cityhood of Catarman & development of ICT and BPO Hub.
AGRICULTURE
  • P37.5 Million farm-to-market roads.
  • P71.16 Million irrigation projects.
EMPLOYMENT & LIVELIHOOD
  • P20 Million worth of employment & livelihood assistance
HEALTH 
  • 1,158+ beneficiaries assisted
  • 35 plantilia positions (for nurses filled up)
